Sapperton and Glenbrooke hold some of the oldest continuously occupied housing in British Columbia, much of it pre-1940 and a good deal of it earlier. Victoria Hill, on the former provincial hospital lands, is newer development on the same slope.

Two things define plumbing here: the age of the housing and the steepness of the ground.

The buildings here

Century-old housing

Galvanized supply piping, often original and now well beyond any reasonable service life. Pressure that has declined so slowly across generations of occupants that nobody remembers it being better, plus discoloured morning water.

Cast iron waste stacks, frequently original and sometimes three storeys. After eighty or ninety years the bore has narrowed with scale and the wall has thinned. Gradual slowing across the whole house rather than a sudden block is the signature, and cabling doesn't address it.

Clay sewer laterals under mature canopy, with root intrusion effectively guaranteed rather than likely.

Knob-and-tube-era plumbing layouts, where the original single bathroom has been joined by two or three added across a century, each with its own era of pipe and its own transition points. Transitions are where things fail.

The slope

Sapperton falls steeply toward the Brunette and the Fraser, and Glenbrooke sits on the grade above.

Same dynamic as every hillside cluster in our territory: water arrives from uphill, perimeter drains carry more volume than a flat lot would, and the discharge arrangement is frequently the actual failure rather than the pipe. On these lots it's also one of the cheapest things to fix once identified.

Royal Columbian and the commercial belt

Sapperton is anchored by Royal Columbian Hospital and the medical, commercial and institutional property around it — a genuine commercial dimension that the rest of New Westminster's residential clusters don't have.

That brings backflow prevention testing (annually required for most commercial premises), commercial hot water and drainage where a failure means a shutdown, grease traps for food service, and preventive maintenance contracts for properties where downtime is the real cost.

Victoria Hill

The residential development on the former hospital lands is considerably newer — modern materials, strata governance, and tower-and-townhouse issues rather than century-old pipe. Worth noting because it sits inside a cluster otherwise defined by age.
