Storm drains and catch basins
Catch basins collect surface water from parking areas, driveways, laneways and yards and carry it to the storm system. They silt up. When they do, the water pools — and on a commercial or strata property, pooling water in a parking area is a liability question as much as a drainage one.

Who needs this
Stratas — parkade entrances, visitor parking, common driveways. A flooded parkade ramp is an expensive problem and a foreseeable one. Commercial properties — parking lots, loading bays, service areas. Homes with hardscaped driveways or sunken parking — anywhere surface water has to be collected rather than absorbed. Anywhere that ponded last winter. If water stood somewhere it shouldn't have, that's the drain to clean now.
When to schedule
Late summer to early autumn — before the rain, not during it. Falling leaves are the main culprit, so a check after leaf drop and before the first heavy storm catches most problems. Annual cleaning is the sensible baseline; twice yearly on sites with heavy tree cover.
