Brighouse and Golden Village are the exception to everything else in Richmond.

Kitec, not Poly-B
Richmond's city centre densified substantially from the late 1990s onward, which puts a meaningful share of its towers in the 1995–2007 Kitec window.
Kitec is orange and blue pipe with brass fittings that corrode internally through dezincification. The pipe itself is usually fine; the fittings restrict flow and eventually split.
The early signal is declining water pressure in a suite — well before anything leaks. In a tower that's easy to attribute to the building's booster system, and it's worth establishing which it actually is.
Kitec here typically surfaces through paperwork rather than a leak: an insurer asking at renewal, a depreciation report flagging it, or the strata announcing a repipe programme.

Both happen in Richmond's towers, and the difference is money.
