What decides where in the range you land
The single biggest factor, and it should be decided by household size and fixture count rather than by what was there before. 40 gal suits one to two people; 50 suits three to four with two bathrooms; 60–75 suits larger households or simultaneous showers. A soaker tub can empty a tank in one fill.
An open garage or basement is straightforward. A third-floor condo closet, a tight crawlspace, or anywhere the old tank has to be carried through finished rooms costs more — and in a tower, elevator booking and corridor protection are real line items.
If you're moving from a mid-efficiency to a high-efficiency unit, or the existing venting doesn't meet current requirements, expect $300–$1,000.
Electric tanks sometimes need circuit work. Heat pump water heaters usually need a dedicated 240V circuit.

Occasionally we find the previous install wasn't done to code — missing seismic strapping, an incorrect T&P discharge, or improper venting. That has to be corrected before the new tank can pass inspection.
